Yes, the number of users is one thing, but they didn't prepare for the 
amount of concurrent users, millions of people hitting the site at once.
It isn't just the server you need to worry about, you need a redundant 
network and they only seamed to have a small number of providers.
But they  also only had a couple of Datacentres as well.
IBM own Softlayer who have multiple DCs hear in Australia, which for a 
project like this the federal government / ABS should of taken full 
advantage of.
But trying to get everyone to fill out the form online all at the same 
time, was a bad idea in the first place, as planning for such large 
scale events is quite difficult.
Realistically the bandwidth costs would be rather high as well.
If they had used the entire AU capacity of the Australian Softlayer 
network then they might of been able to pull it off, but the more load 
balancers and other complexities that you add in the more stuff their is 
to fail.
They would of had to of spent more money on load testing and the like.
At least they were using VMware.
But they should of promoted that people had longer to do it, instead of 
doing that they created a PR disaster.
