I call this "making the best of a bad situation" & will add that the
concept has worked well for New Zealand.

Tail extensions & regulated backhaul have allowed small & specialist ISPs
to pay hefty premiums to get a few customers at a particular exchange,
while still making it attractive for the large players to build their own
backhaul.
