It doesn't, but at least asking the NBNco instead of wasting millions of somebody elses money is a net positive. The real solution is obviously to lower or do away with CVC charges, aggregate POIs or provide/encourage competitive backhaul and/or allow non-NBN last mile access networks. But that would involve actual productive work, rather than just grandstanding.
