They wouldn't - Operating a Line Link requires a carrier service,
but one of the qualifying characteristics of a Line Link as defined
in the legislation is that it carries communications by means of 
electromagnetic energy.  So I reckon you'd be on solid ground if 
you used RFC1149.

You'd also be able to avoid Dial-Before-You-Dig, but you'd have to 
come to some kind of Dial-Before-You-Shoot arrangement.
