a hundred? If even ten ISPs send in a real submission, I'll be very  surprised.
Experience suggests most will spend more effort talking about it than it would take to
actually write and submit something - or they'll winge that nobody constructed a
template for them, so they could just add a '+1' on the top, sign the bottom and send,
so they did nothing.
Colour me disillusioned this week, Skeeve!
