[AusNOG] Multiport 95th Calculations

Option A would be the only option IMHO.  All the other options 
seriously favour the customer compared to a single link.

Opt A accurately accounts for the amount of instantaneous peak 
utilisation that occurs on the the service providers' network 
as a result of the two ports.  

As we all know BW purchase is based on peak utilisation so why
should the customer expect any different?
