Unwilling.  They have had to opportunity to buy IPv6 capable gear
and have had enough lead time (over a decade and a half).  There
is no valid excuse anymore for failure to provide IPv6 other
unwillingness.  That applies to ALL operators in Australia that
don't provide IPv6 today.
