IP Spoofing is a classic externality, or market failure, where the costs of
spoofing are not worn by the service provider who but by the poor charlie
on the other end. Consequently, there is little incentive beyond "best
practice" to implement it.

It's a great shame for all the push and shove over data retention, a
sensible requirement to implement IP spoofing, which would benefit security
across all Australian internet, never made it into the legislation.
