[AusNOG] Optus AS number prepend

Dino,

As a customer of Optus, you will have the highest local pref within their
network of any other peer.  As a result, the only way to achieve the desired
result is if Optus has a BGP community to allow you to twiddle your local 
pref to that lower of their other peers so they prefer them to you.

Some providers allow this, others don't.  I am not sure about optus.
