I'm not totally anti-filtering, but I'm certainly against worthless
filtering.

Given that anyone* can simply tether their laptop to a 3/4G phone that's
(essentially) unfiltered what happens when someone does that and is
visible and complained about?

Short of having your buildings being Faraday cages you can't legally
block mobile signals in this country.

*: Ok, there's a skill bar here, but not a big one, I know many people
who do this and aren't "technical" types.
