Yes.

Just set the AdvValidLifetime and AdvPreferredLifetime fields for the deprecated prefix to zero when sending a Router Advertisement.

(Side-note: Windows 7 as first shipped actually had a bug that caused it to never want to use a prefix after it had been deprecated.  This has since been fixed by a hotfix.)
