[AusNOG] OOB SMS / Voice alerts to mobile phone

I'm currently extending a PRTG system with notifications using Twilio (
https://www.twilio.com/) for voice calls. It's relatively inexpensive and
as it's designed for integration it can do a few tricks.

The intention is to write the script to keep calling with a text-to-speech
notification of the issue that requires an affirmative response to silence
it. By checking for a DTMF response we can avoid the possibility of someone
answering the call while asleep and accidentally acknowledging the call :).
