When transit is cheaper per megabit than WAN links, it's more economically effective to light up tunnels over transit than it is to build your own network.

(in the Australian case, there's some significant history around rural POPs and service to the entirety of Tasmania along these lines; where transit could be negotiated on a lowish nationally averaged price from the same provider who was offering extortion-based pricing for point to point transmission)
