Re Optus

I know we tried this on our Optus 3G product and when it didn't work were

Certainly this was true from when I last had a go a few years back, it's
not a matter of filtering specific protocols but rather as Andrew has said,
you can't pass a packet with a destination IP they don't know about through
the service/product, even though if I recall correctly it's presented as
vanilla L2TP tunnel.

IP/GRE & IPSec (bridged) definitely worked at the time and you should be
able to frag/reass on most platforms with the range of options (l2tp /
eompls / bridged tunnel) to avoid sub 1500 MTU if you feel it's desirable
in your environment
