Frustratingly, RFC3315 has some ambiguities in it, particularly around 
behavior with IA_NA and IA_PD when only one is returned and what servers 
and clients should do, that cause some very annoying interop issues.

We've had to make two changes (so third attempt) as a BNG/DHCPv6 server 
to work happily with a variety of deployed CPE.

Hopefully RFC3315bis will iron some of these observed-in-the-field 
issues out.
