[AusNOG] Local IPv6 Tunnel Broker

HE.net was scheduled to put in a AU/Syd node a while back, but doesn't look
like its ever happened. Probably lack of demand for HE services in general
in AU, meaning hard to subsidise the tunnel broker here as a result.
