[AusNOG] Carrier Licensing

Thanks Chris!

I understand that no advice sought over the Internet can be considered 
legally factual. That's what lawyers are for :)
Something that explains the Act and gives examples would be a great 
resource, I'll start with the ACMA website and try to find this FAQ.
