It is indeed correct that Internode can deliver a static IP on a mobile data service (http://www.internode.on.net/business/internet/wireless_broadband/nodemobile_data/).

One thing to note is that the current plans are 3G only (no 4G yet). The service uses the Optus network. Your static IP is an Internode owned and routed IP.

Internode can certainly deliver static IP addresses on 3G/4G.  They resell Optus as I understand it.

I believe the trickier bit was getting a static IP on Telstra NextG...
