[AusNOG] Vocus international service outage

Domestic seems to be - mostly - marked 4826:6100. We're filtering based on that, and it seems to only be giving us domestic routes.

Outbound - other than whats listed here (http://tools.vocus.com.au/additionals/communities2.2.html) there's a few internal ones - however this outage seems to have stopped NOC getting to their list of community strings. We've set the "do not export" communities for the US providers listed which seems to have helped a little.
