[AusNOG] AAPT Outage

For a contrasting point of view, not everyone uses services from 
operator X, and doesnt need to hear about it when something fails.

Around the world, the universally accepted practice is to have customers 
pull/subscribe to outage notifications, not use 3rd party mailing lists 
to broadcast it to all an sundry.
