Agreed for the most part, but now it's cheap and easy for people to get 4x
/24 allocations for cheap.

It means it will attract people that don't need them.

and then there are the new customers who actually have a need for and will
use a /16 or two.   Applying for a single  /22 block that will barely cover
transmission subnets seems a bit pointless, and applying for 128 contiguous
/22s is right out.
