Exactly my issue... so someone that doesn't really need IP's is getting a
/22 that they will never use.

No, you haven't read the policy.

You don't need to justify it as "critical infrastructure."
You don't need to justify it as "multihoming."
The only IPv4 assignment size they'll give you is a /22.
And you'll never get another one.

Pay the money, get address space.  Minimal hoops.
