In terms of non-intrusive retroactive measurements without powering down
the equipment or replacing power rails etc, this solution may work for you.

We have not yet utilised these, but may be a good way if you definitely
can't power down your kit.

I'd be surprised if any colo facility would remove the protective cover to
expose the active wire on live equipment for OHS and the risk involved.
