[AusNOG] NBN Review shows FTTN blowout of 12bn, FTTH blowout of 29bn

That's what I understood as well, very sad :(

We're definitely going to end up in the same stupid games that Telstra
started whereby everyone DID get the 1.5/256k minimum/maximum, I can't see
any way forward for anyone to offer a minimum, its going to have to stay
"up to", unless a provider picked some stupidly low figure (1.5/256k maybe?
or maybe more like 8/384k with the lower lengths), to avoid the
repercussions.

With TPGs latest purchase of AAPT, it'd be really awesome if they did their
own NBN, but that is probably wishful thinking (and maybe illegal?).
