What you're asking for is going a bit far I think.

Might as well just give them an Ethernet hand off and an RV042 per customer
or let them use their own kit for other requirements.

The only other thing I can think of with the management features you're
after would be an ASA cluster in multi context mode. With a lot of caveats
and lots of feature loss.
