Where did he say it was from New York?

I think it could have legs. I don't see it as widely different to NBNco
building satellites, in terms of their infrastructure spread.

So he is going to build a under-sea cable from New York to the US?
This is our Minister for Broadband, Communications and the Digital Economy.
