Sounds like you need a layer-3 VPN, with ports facing your customers.

Import your own transit into it, and add an access tail for each
business who needs to connect.  You'd be an ISP inside an ISP, using
the provider for nothing more than a WAN distribution layer.

They probably don't have a good handle on what you actually want.
Which means you'll need to have a good handle on it instead, and 
lead them by the nose.
