If you shut down the feed with a full table then do you see it fill up with routes from the other?

What does sh bgp ipv6 uni nei <ipv6 address> look like?

I'm trying to received two full IPv6 tables and I'm only getting to around 10,000 routes. each feed is between 9500 - 9900 so a fully table and then about 100 from the other feed. I've checked the memory, that isn't the issue. Any thoughts?
