[AusNOG] Test and tag rules

Thanks for all the information everyone,
To clarify I am referring to a QLD based facility and everything points
towards test and tag being required at 5 year intervals due to being "fixed
position equipment".

I'll continue to look into this and perhaps post some findings at the end.
