In case of APNIC, the 'last /8' policy kicks in when APNIC only has the
/8 to give out from.

This was done with the following policy proposals

In fact, right now there are a bunch of policies under discussion on the
Policy SIG, that'll determine how some of the aspects of this last /8
would be handled. As well as global policies on transfers and policies
on tweaking how v6 allocations are done.
