I believe Prospect made the list because the local council had a specific pro-fibre policy in place that means NBNCo won't have to fight a public battle with it for overhead cables.

The Mayor of Prospect, David O'Loughlin, called in to ABC891 during the show I was on yesterday and said Prospect will be the first metro area in SA to receive the technology as the town's economic development strategy has been declared the best in Australia by Senator Conroy.

It seems that the country MP's are happy to see any regional electorate getting attention. Prospect in the Adelaide electorate scored one of the first metro NBN rollout commitments (before the election) despite being a reasonably safe labor seat, with a minister who didn't offer any autonomous thought about the NBN to the media.
