Does the Studentnet deployment not count?

It uses 6in4, but you did ask: "in any fashion (excluding Ethernet in 
colo)".

With over 8k users, it is (by Latif Ladid's reckoning) the 3rd largest 
school education IPv6 network deployment in the world (behind China and 
Greece).

If it doesn't count, please nominate your (or anybody else's) reasons.
