Lets not get knickers in a twist too early - remember this is just a 
recommendation from a third-party consultant, not NBNCo or government 
policy (yet!), and still subject to ACCC overview - who could easily not 
let it through as described in the report, if this was a recommendation 
that government wanted to take up (if its anything like the Henry 
report, they might decide not to accept any of the recommendations!).

Its section 10.2.3 in the report, leading to Recommendation 74, if you 
want to read the background to their reasons, and then...
