So the next obvious question: what does this mean for policies such as the
filter and the NBN?

Sunday's NBN announcement and the rush to get it completed quickly was a
fairly obvious gambit by Rudd to distract from all the mining and poll
results chatter. You could be cynical and suggest that a couple of billion
dollars was thrown at Telstra on the weekend simply to influence the media
cycle for the week.

Would a new leader feel bound by these policies?
