We're is violent agreement here.  I've been arguing for this for a
long time.  Encapsulate traffic to 2002::/16 as soon as possible.
Decapsulate traffic from 2002::/16 as soon as possible provided it
is not to 2002::/16.

All ISP's should be doing this.
