To answer the first question - why not? It's certainly done by a few
ISPs in different ways eg some have unmetered uploads, some combine
the two, some offer a quota for each. That's more an ISP (or should I
say 'RSP') decision.

In terms of what would be done if a customer uses their upload quota -
that'd also be up to the ISP.
