Its a big meh isnt it?

NBNCo is a wholesale provider, and their customers (i.e. "us") will 
provide service to our customers.. "the public".

Not all Service Providers will supply "the internets".  Some will offer 
VPN services, telephony, IPTV, e-medicine and electronic power meters, 
so they are not "ISP's".

Makes sense to me.
