You forgot the 2 years he spent saying "ACMA Prohibited Content," and,
"Almost exclusively RC," and, "RC and other unwanted material."
And the ALP policy document from 2007 which said "ACMA Prohibited
Content."  And the ALP policy document from 2006 which said that
the existing regulations would apply to adults who didn't want their
internet connections filtered.

The saving grace here is that nobody seriously believes that the 
blacklist won't be leaked, and regular widespread publication will
provide a (somewhat embarrassing) check and balance :-)
