Hello Col Perhar,

ITU has made several attempts to take charge of the Internet. It tried
interfering in the working of the IETF, has continuously tried to
appropriate the Internet standards making process, is known to have made
attempts to capture ICANN.

ITU has an interest in names and numbers because it wishes to work towards
making all of the Internet as a subset of the Telecom infrastructure, which
would enable the ITU member telecoms to throw away the "no-body-owns-or-
controls-the-Internet" model and bring in business models that would ring in
enormous revenues for its member telecoms.

Perhaps the ITU feels that it should own the Internet and run it on a
pay-per-second billing model.
