Taking Centrelink off the air would be like biting the hand that feeds ;)
 
Agreed on the CDN front  though but it might be way too "revolutionary" or
"forward-thinking" for the IT staff who are there.... maybe you should send
the Internode CDN sales staff over for a visit!

The whole architecture of government websites is wrong.    
 
They should, rather than build a single fortress that can be laid under
siege, build a distributed (ie. CDNised) website that doesn't have such an
issue.  That way you can't just "DDOS" them out of existence.
 
Let's face it - most FedGov websites are mostly fairly static text and
documents.   Some have more complex backends for customer service, but let's
face it - no one takes Centre Link off the air, they take ones like APH off
the air.
