Could that possibly stop it?

If the end-customer were to sign their Prefixes, and announce signed prefixes into providers that they still wanted connectivity to, can they re-sign / change the signature on their 'root' prefixes so that anyone listening to sBGP would drop signed-but-stale prefixes?

Can it work this way, or can the signatures simply be forged, too?

AND,

At a technical level, Does PacNet currently listen for sBGP, or their upstreams?

How about PIPE?
