If anything it could cause the opposite to happen, since you are giving
people more opportunity to use bandwidth on your external links.
 
Unless they plan to extend the NBN all the way to the USA and other content
rich nations...

network, to be known as NBNCo, Communications Minister Stephen Conroy said
increased speeds of up to 1000 megabits per second would mean retailers
would have "less of an excuse" to cap downloads."

Unless I am missing something - how does increasing access pipes bandwidth
have an impact on the ability of a provider to provide unlimited transit IP
(ie : the downloads?)
