Conroy believes Australia is governed by an Autocracy and that he should be the one in power dictating his wishes upon the population.

It may not need to get through the Senate; yesterday Conroy was
claiming that he can use the classification board to push it through
with no legislation changes necessary.

Of course this would no doubt be legally tested (high court challenge,
anyone?), but may - may - give him an end run around a senate block.

Interesting times.
